Pour the sweetened condensed milk evenly over the crushed Oreos. 4. Dollop the whipped topping (Cool Whip) over the condensed milk layer and spread it out gently. 5. Sprinkle the chocolate cake mix evenly on top of the whipped topping. Do not mix the layers; leave them as they are. 6.
