Maintain should be cleaning that indoor unit. They normally use a coil cleaner that is applied and let it set a bit before rinsing it off. That service should be done once a yr at bare minimum

that is the line that sends the water outside that the AC creates. if it is freezing up, you need freon, or a clean filter. also do not EVER use a brush like that on your AC.

You need a good cleaning!! Be very careful using that brush because you don't want to impact dirt inside the fins.
What you were brushing is the evaporator coil, it's supposed to have water dripping slightly when it's cooling the house. It absorbs the moisture in the air and pushes it into the drain line.
But that's definitely the main cause of your issues, a dirty evaporator coil.

having dogs will get that evaporator super dirty and often.. that will eventually kill the compressor. regular maintenance recommended.

Freezing up is caused by low refrigerant or low airflow. That white with wires coming out of it is an overflow switch. If the drain clogs up that switch will cut the cooling off.

If that was previously a sheet of ice, at that time, there was low air flow across that coil. Dirty filter or dirty coil… even tho your coil was a little dirty before you brushed it, I’ve seen ones way worse still function and cool the home. Something odd is going on with their previous cooper line fix. The air coming from the vents is cool-ish now? Or no?

Order evaporator coil cleaner. Use on that coil indoors. Take a water hose and push water from that drain line outside back to the unit in short bursts to try and clear any debris. Then use a shop vac outside to pull out the rest.

Use good filters and change them every couple months.especially if you have animals vacuum the coils monthly.

hvac guy here. just viewed the AC saga.
drain line clog? put a shop vac on the outside end and get all that gunk out.
drain line has nothing to do with the ice. the ice will form from low airflow or low refrigerant. if they found the leak in the copper lines then that fixed the leak and no more ice.
if it failed after the copper fix it could have been a bad charge. it's very difficult to properly charge systems when it's very hot inside. after some time it could be balanced with a return visit.
in summary, there's a lot of attention to details in hvac 99% of apartments will not.
I recommend getting a personal AC system that vents through a window for when their AC fails. eventually it will need replaced and the problems go away entirely.

if you put some tablets im the catch tray below the coil it can help keep gunk from blocking the condensate drain line. dont use bleach because it s fumes can back feed onto the coil. take a shop vac to the end out side by the condensor.
