Highly recommend Inglot duraline or mehron sealer to turn eyeshadow into eyeliner! I scrape a tiny bit onto a metal palette to mix, it can make the eyeshadow hard if you do it right on some shadows. Yeah you could just buy an eyeliner, but ~sometimes~ it's just fun to play around.

Try dipping a brush a drop of macular water touching the eyeshadow and make a liner without all that mess

No need to even scrape. I dip my brush in setting spray then eyeshadow, then apply! Love this, as the wing is nice and soft and can play around with it 🥰

But don’t do it like this because it’s wasteful, instead you can spray your brush with setting spray then dip it in eyeshadow like you would in a pot eyeliner.
