Bilthamber do some good rust removal / protection products as well as the usual hammerite, worth checking out 👍 on jobs this size I would generally wire wheel it but cover anywhere you don't want the particles to go!

Bilt hamber do a good surface degreaser , then use de-ox gel (kills the rust) , then you can use zinc primer and paint
