@hailtrace: Historic floods devastated Texas this week. Over 90 people lost their lives to the Guadelupe River Flood. This is more than the lives lost during Hurricane Harvey. A group of over 2100 responded to this tragedy. This group included local, state, national officials, and volunteers. Dozens are still being identified or unaccounted for at the time of this post. Some of these unaccounted for include campers from Camp Mystic. Officials in Kerr County are saying: Community members are asked to NOT conduct debris management on their property until directed by local officials. There is a burn ban in effect until further notice. Amazing acts of kindness and charity are happening - from our neighbors, from complete strangers, and from charities all over the state. Texans are stepping up for Texans. While we have some tough days both now and ahead, progress is being made. Stay strong, Kerr County! #flood #campmystic #flooding #texas

Did the Army Corps of Engineers issue a warning upriver when they opened the spillways full throttle 03 JUL?
Please do the research, it's happened now in multiple states.
Almost all rivers in the US have been dammed in order to create hydro powered electricity. The dams are all designed by and managed by the Army Corps of Engineers. In addition to managing the design, construction and maintenance of the dams they monitor the lakes created by the dam. Further they are responsible for the correct water table levels in the lakes in order to maintain the integrity of construction, generate hydro powered electricity and safety downriver for both the communities alongside that were there before the dams were built as well as the environment. I've walked every hydro power station my father built in his lifetime. This is a failure on the Army Corps of Engineers. Feel free to google and search US water management and dams. This should never happen. They are educated engineers. The spillways release water from the bottom and the flood gates can be minimally opened to relieve pressure and issue the appropriate warnings down stream timely. Instead of opening full gates and creating the devastating tsunami effect. The volume of and rate of released water is the driving issue behind this devastation. It jumped the banks due to an incorrect release method used. Get the video feed!!! They all have spillway cameras and phone records to confirm if the protocol was followed. I believe these cities and towns along the River bed were supposed to receive warning systems and installed from the Army Corps of Engineers at the time of construction and were likely budgeted into the dam construction because these communities would be directly effected forever from the dam, its dangers and hydro power generation and loss of private lands. Someone should dig in.
