But is it not a combination of multiple offenses? I mean the others may have done one of these violations, but not all of them like he did. Multiple ethical violations as opposed to one or two would have different consequences.

The issue for Proctor is how DEEP his involvement was. Sure some of them could have been on his text thread, or part of the investigation; but Proctor wasn’t just fired for a few texts, or a poor investigation. It was multiple issues within the investigation!(and probably others as well) multiple text exchanges, etc.
