I'd call it a BA. It's less about time and more about the energy and exertion required. Dashing 60 ft? Action. Attacking? Action. Pulling a potion from your pack that weighs less than a pound and drinking it? Bonus action.

ok so we have a homebrew rule. if you are doing it as a bonus action yiu roll to see how much of the potion you get in (basically this is a roll to see how much you get out of it like if you roll a 1 theb its 1hp restored. however if you use action you get the max. because I agree but if your in combat you might loose some of the contents blocking or something you know? so thats our homebrew rule with it because I agree chugging a potion takes just a few seconds.

The way my table rules it: if you use an action you don’t roll, you get the full benefit of the healing potion. If you do a bonus action you roll it. Kinda a thematic difference of carefully drinking to make sure you get it all, or chugging and maybe spilling some.
