@thegreencardlawyer: Section 8 of Presidential Executive Order “Securing Our Borders” (EO 14165) directs the Secretary of State, in coordination with the Attorney General and the Secretary of Homeland Security, to take all appropriate action to facilitate international cooperation agreements aimed at deterring and preventing the illegal entry of noncitizens into the United States. This includes authority to enter into Safe Third Country Agreements under Section 208(a)(2)(A) of the Immigration and Nationality Act (8 U.S.C. § 1158(a)(2)(A)), or any other applicable legal provision.
