Every marine is evil as they serve the celestial dragons who do the worst of which pirates do. They’re no different than one large Yonko grand fleet. Just that they make up the laws.

Fleet Admirals and Admirals are somehow evil why because they know what really happening in this world and stay taking it as "everything we do is for Justice" which it's not and that's why Fleet Admirals aren't in the same road and some of them start to change.

the biggest stain against Garp right now, is the God valley incident. the fact that he was there to fight Rox and Roger, while the world noble hunting competition was going, and defending the people hunting slaves is hard to justify or defend

Garp didn’t take the promotion to admiral bcuz he knew he would have to take orders from the celestial dragons and even tho he doesn’t do their bidding he is willing to take a backseat knowing what they do and not change a thing in the system he is in
