It's called "in media res"
So we open with your party surrounded by these bugbears. Roll initiative.
After the fight, you can flashback to tell the story of how they got there or you can even ask them "So, how did you get there?" which gives the players that freedom and should spur some ideas of what to do for after the fight.

the gm is the god of your table. they do all the work to create it. much like an everything else the idea of free will is fine but they can take you where they want.
