That’s shepherd 100% belonged to the man moving out. Shepherds guard their territory not the neighbors. He’s laying in the couches his owner sat on, and he had to be coaxed off property. Dude who hired you abandoned this pup

Just a tip I learned from bathing dozens of older dogs (and some cats), they almost always feel better with a towel to stand on in the tub. It gives them better grip and they don’t feel like they’re about to fall over so they’re (a little) calmer

Definitely get him checked out by a vet. Hip dysplasia is a big thing in shepherds and he'll definitely need some care. It's how I got one of my guys years ago. Thank you for helping him! They can be some of the best dogs! ❤️

He actually looks to be in pretty good condition, so you probably found him in the early stages of them leaving him. Lucky dog for y’all to get him! I hope you keep him! He looks to be socialized with a good disposition. He’ll make a great companion :)
