There's even a simpler explanation, Performing Eternal Youth surgery sacrifices the devil fruit ability to perform the surgery and the fruit is reborn and the surgeon loses the fruit ability. That's why they can perform this only once.

pulling this out of nowhere tbh, but I think Xebec didn't perform the surgery, even if he theoretically did have the Ope Ope no mi, for a simple reason. If he'd performed the surgery for eternal life, and succeeded — why would the fruit have reincarnated? Fruits incarnate the dreams of man. Or rather, it'd be closer to say that the demons within the fruits carry the wishes wished by mankind. The reason why fruits reincarnate after the user's death is because the 'dream' it incarnates hasn't been fulfilled yet. So, in other words, what would be the point of having a fruit whose dream has been accomplished, be reincarnated?

I really love this theory but if the devil fruit is with the body (like with smoker on punk hazard) why would a second heart or soul allow someone to eat a second devil fruit if the body is what contains the fruit?

Alright let me cook, Rocks had the ope ope no mi, he used the immortality surgery on blackbeard, upon eating wb’s fruit, teach actually “died” from eating the second fruit, but the immortality took the place of him loosing his life, he later asks law to make him immortal, so he could eat another Devil fruit thus completing his set.Rocks could have also done the surgery at the same time as transplanting his consciousness into teach’s body, therefore preventing teach from sleeping for a fear of letting rocks out, he knows if rocks came out it would have blown his cover on wb’s ship, therefore he never sleeps.I think the immortality taking the place of losing your life upon eating a second fruit is the clearest explanation i could come up with for both of black beard’s fruit.

Crazy though here if what your saying is right then the admiral the Rocks killed Davey Jones had the Dark Dark fruit and Rocks killed him put himself in black to gain the fruit thats why black beard wanted the dark dark fruit so bad because Rocks was the one pushing for it for some secret plan
