There are areas of the world that have "been on the brink of starvation" as long as I've been alive. The kids on the brink when I was growing up are now grandparents to kids on the brink. 🤷🏼♂️

When a thing is reported as occurring and appears not to have the consequences of that reported thing there are several possible conclusions: 1) the initial report is incorrect 2) the current reports are incorrect 3) the situation as reported has been addressed and the consequence averted. There may be other potential interpretations but these are the ones that come to mind most often after a stated claim and presentation of future events

Famine is a politically loaded designation that in short is avoided because of the consequences of such a declaration. Similar to genocide. So humanitarian orgs, especially the UN are careful with using the term knowing the consequences. As a result a lot of cases are “on the brink” without a declaration officially made even when circumstances worsen.
