Look I’ll be honest, been working on my story since I was 16 and sadly I’m 31 now finally working on it but I have two questions, I’m more of just writer which is why I’m so slow on it but do I need to know how to draw to really succeed? Or am I cooked? And second, my characters what where and why kind of doesn’t come into play until like later on so is that and issue if it’s not there first?

As usual, dropping gems. One thing I like to do when I get focused on the world building and power systems is think "what kind of character would live in this world and what struggles could they face?" and build out the story from there.
