UK Law, RTA, Police can stop any vehicle and DEMAND production of Drivers Licence, Proof of Insurance and current MOT. On top of that, he could serve a prohibition notice on the vehicle, due to no brake lights.

The law states that you should carry DL, ins and mot. MOT can be checked on line, but how are they supposed to check who the driver is, if they have the correct DL and if they have insurance for the vehicle they are driving? It’s officers discretion if they wish to give them a producer

No brake lights, might well lead to no MOT, no MOT might well suggest the kind of person who doesn’t bother with insurance or a licence. This is exactly what the legislation is for. Show your documents, get a defect notice, move on. Driver is just asking for trouble.
