He should be on timed feedings. Pick him up and bring him directly outside. If he's 1-2 months then about every hour then increase. Also look for his cues that will alert you he's about to go. A whimper, a lot of sniffing. When he goes outside reward him with a treat every time.

my uncle is a dog trainer: get a specific area you want him to always go (if you can enclose it even better for when you’re away) cover the whole area with pads. everytime he goes on one.. remove it everytime and don’t replace it until there’s only one left. it’s going to take a few days but it works every time. i’ve don’t this with 3 dogs.

when you start to take baby outside constantly say “show me what you need”! as my dog got older and i’d ask him to show me what he needs he runs to the door to let me know he has to go potty!

if your gonna use the pee pads, put it in one place. it's very important to get him on a schedule.

i never used pee pads it makes them think it’s ok to use it inside you have to take them out every hour at that age and reward him every time he uses it outside
