In reality Oberyn destroys him, book Jon takes him any day, Loras has bested him more than once on tournaments and sir Barristan is obviously better than all of them. I think he beats both Sandor and Gregor.

When he said that he most likely meant Selmy and the Clegane’s. It almost certainly wasn’t Oberyn since he later says he knows little about his ability. Loras Tyrell is also an option but we don’t really know how much Jamie knows about him up to that point.
