It mostly due i believe alot arcades have the initial D cabs in the states. Also it help that the anime is consider one of the best racing game series as well as does an great job at showcasing the real world cars from the game

Around the time this came out (2004) Tokyo Pop had the rights to the anime in America. They tried to Westernize it and see if they could get a TV deal. This was the peak of the Tuner scene. That did not happen and eventually Funimation obtained the rights of Stage 3 and beyond. The series had a very small but cult following in the West and were willing to pay good money to import anything Initial D related. Maybe that is why the manual is in English and Japanese.

I wonder if it has anything to do with the US military presence and wanting to make it so they could understand the gameplay but didnt have the budget for multilingual settings? or they were intending to localize it but decided against it?
