The entire episode is about why they are weaker…. They are not part of the collective anymore, they are confused and less effective.

We can explain this with characterization and logic or we can just accept the existence of plot armor. The Borg in descent are not in the collective and are less powerful as a result. And Picards knows which hose because he was locusts.

We know the federation has developed guns and we know that borg will die if shot so why did we never think to use the guns on the borg rather then the energy weapons that can be dissipated by the shields we know they have.
