The correct answer is Bobtail.. because the way the brakes are designed, too much breaking power, not enough weight.. So you have to feather it for a long time to bring your speed down without feeling like you're going to flip forward in a summersalt

depends on road conditions and terrain.. each has a weakness but empty takes more time to safely maintain the lane , loaded takes distance to stop safely and bobtail you just hope you don't hit a grain of sand and do the two step

Loaded trailers take longer to stop I think, followed up by empty trailers empty trailers have that lovely skip mode the tire should bounce across the road bob tales inherently Squirrley, but fit nicely in the Walmart parking lot

The book is miserably outdated and written by people who never drove, pass the test and then forget everything it said. Learn from the old timers, if you treat them with respect most of them are happy to share knowledge and want you to be safe.

I think that the answer would be the loaded trailer, but that’s not always true on an empty trailer. Sometimes you need to be very cautious that you don’t lock up the trailer and ruin your tires.
