Drain and set aside to cool. Cook the eggs: Place the eggs in a separate pot, cover with water, and bring to a boil over high heat. Once boiling, turn off the heat and let the eggs sit in the hot water for 10 minutes. Drain, run under cold water to cool, then peel and finely chop. Combine ingredients: In a large mixing bowl, combine the cooled potatoes, chopped eggs, onion, pickles (or relish), celery (if using), mayonnaise, mustard, onion powder, sugar, salt, and pepper. Mix well until fully combined. Garnish and chill: Sprinkle paprika on top for a pop of color.
