in germany, one of the first things every apprentice has to learn like a mantra are the five safety rules
1. switch of the circuit
2. secure from reactivation
3 veryfy voltagelessness
4 short out and earthen the circuit
5 cover surrounding areas life areas.

as someone who just today got shocked like 5 times it's not that bad unless you be touching some high amperage. if the circuit has no current running through it even tho it will be 230v it won't Hurt that bad

if u kill the power as an electrician you are supposed to still test prior to doing anything with electrics that's page 1 of your industry and also health n safety..
test isolate test then depending on 2nd test results move onto next section of your safe method of work.

I had one during a refurb in sheffield, power off and one socket still live, it was connected from next door, buildings were bombed in ww2, rebuilt quickly and obviously they missed one socket 😜

It has to be DC. I had a similar case with a boiler, long time ago. Everything was disconnected. The plug from the boiler was still in the socket. If I made a shortcut between blue (0) and yellow-green (Earth) the safety switch immediately switched off.
