Jokowi menyampaikan Whoosh yang dibangun di masa kepemimpinannya bukan semata-mata untuk mencari keuntungan finansial.

Jokowi menyampaikan Whoosh yang dibangun di masa kepemimpinannya bukan semata-mata untuk mencari keuntungan finansial. "Transportasi massal itu bukan diukur dari laba, tetapi dari keuntungan sosial, seperti pengurangan emisi karbon dan peningkatan produktivitas masyarakat," ungkap Jokowi di Surakarta, Senin (27/10). Ia berkata Whoosh dibangun sebagai upaya mengatasi kemacetan parah di Jakarta dan Bandung. Menurutnya, kemacetan di dua daerah itu ditaksir merugikan negara hingga Rp100 triliun per tahun. Jokowi berpendapat transportasi massal, seperti Whoosh, MRT, dan LRT, memiliki social return on investment berupa penurunan polusi, peningkatan produktivitas masyarakat, dan penghematan waktu. Purbaya agak sepakat dengan pernyataan Jokowi. Menurutnya, Whoosh memang memuat misi pembangunan wilayah (regional development). "Ada betulnya juga sedikit, karena kan Whoosh tuh sebetulnya ada misi regional development juga kan. Tapi yang regionalnya belum dikembangkan mungkin di mana ada pemberhentian di sekitar jalur Whoosh supaya ekonomi sekitar itu tumbuh. Itu harus dikembangkan ke depan, jadi ada betulnya," kata Purbaya di Menara Bank Mega, Jakarta Selatan, Selasa (28/10). Purbaya mengatakan manfaat ekonomi dari proyek Whoosh akan terasa lebih besar bila kawasan di sekitar stasiun dan jalur kereta cepat itu dikembangkan secara optimal. Bila hal itu terwujud, nilai investasi sosial yang disebut Jokowi dapat benar-benar terealisasi melalui pertumbuhan ekonomi daerah. Polemik soal pembangunan Whoosh bergulir di publik akhir-akhir ini. Proyek senilai US$7,2 miliar atau setara Rp116,54 triliun (asumsi kurs Rp16.186 per dolar AS) itu menyisakan utang yang harus dilunasi pemerintah. Purbaya menyatakan pemerintah tak akan membayar utang tersebut memakai APBN. Ia meminta Danantara untuk mengurus utang tersebut karena dividen BUMN tak lagi dikelola Kemenkeu. "Itu kan Whoosh sudah dikelola oleh Danantara kan. Danantara sudah ngambil Rp80 triliun lebih dividen dari BUMN, seharusnya mereka manage dari situ saja," ujar Purbaya.
