Jeff canonically doesn’t have a “guardian”. In It’s Jeff comics Jeff randomly goes around meeting any superhero and doing some side quests, basically his legal guardian is the hero who’s watching him from the day. The most common heroes Jeff stays with and I would consider his legal guardian is Kate Bishop, Gwen Poole, then Wade and Emma

Correct me if I’m wrong, but I’m pretty sure Gwenpool gave Jeff to Deadpool and not Elsa Bloodstone, bc I distinctly remember that the reason she gave up Jeff was because Deadpool would always have an ongoing comic while she would not.
