p5r has really broken dlc personas. You can actually just summon them whenever from the compendium but i made a rule that i could only use dlcs if i fused them

Don’t use DLC, they’re busted. Kotone’s Orpheus in particular has Neo Cadenza, arguably the least balanced healing skill in the game

Orpheus F was a DLC charceter in vanilla P5, so in Royal, the game with all past DLC for free, it includes the Persona's from every pack.

He's normally not a normal persona, ports of royal included all dlc which includes the dlc personas. Also the female Orpheus is from p3 portable.
