Under Arizona state law (Ariz. Revised Statutes §11‑1024) and the Arizonans with Disabilities Act (AzDA), as well as the Americans with Disabilities Act (ADA), any business that qualifies as a public accommodation-including retail stores like Home Depot-must allow service animals, including those in training, if the animal is under the handler’s control and performing disability‑related work or tasks  . This includes Home Depot: It is illegal for Home Depot or any of its individual stores in Arizona to deny access to a service dog that is properly controlled and trained-even if the dog is still in training    .
