I have been there. There was another manager I couldn’t stand she was loud and obnoxious but she was the loudest, I am quiet. When it came to her turn to say nominations I backed her completely despite several objections. It came to my turn and she shouted everyone else down who had an issue. Understand your enemies strengths lol

Urgh, I’ve been in these meetings & have no idea why these people behave as if it’s their money being spent. I wouldn’t dream of disagreeing with another manager about THEIR staff member

That’s never happened to me in 30 years of corporate. We have a calibration exercise, but if there’s a bell curve, it’s usually within each individual team. It shouldn’t be adversarial, team against team. That sounds wild.

See, that’s not how review meetings should be done based on hearsay and opinions. A balance scorecard completed and taken into these review meetings is what’s required, which justifies a persons rating, and their bonus.
