if kids ran the airport, they would likely be in violation of many FAA regulations, one of which being that passengers without a valid boarding pass aren’t allowed through TSA. If candy was used, there would simply be no way to verify the identity of passengers which would create a complicated situation for all involved, delay efficiency, and, while the ticket may taste sweet, would ultimately be useless and would hinder civil aviation operations.
