I always figured Jhoto was the newly conquered property of Kanto. Main evidence being that we know Surge fought in a war, and the two regions share a Pokémon league.

I knew I hated Johto, I knew I hated almost the entirety of Gen 2 as a whole. The story was there was no story, the starting route Pokemon sucked so much, especially Ariados ugh, the Gym Leaders were paltry, the Elite Four was just rehashed and so was the Champion, and they had to have Kanto for Post Game just to be relevant!

Eh jhoto is easily as developed as kanto though, plus theres an entire clan in jhoto sitting on an entire cave system full of dragons. Looking at blackthorn and olivine they seem to be doing alright
