They call it a tsunami because by definition it is. Since this EQ occurred on the continental shelf not far off from land, there was very little time/energy for the tsunami to build itself up, resulting in a tiny one.

So even if it’s itty-bitty, it is still technically a tsunami, the way tsunami waves move versus regular waves is incredibly different. I saw it explained with like a duck. Look up duck tsunami video and you might find it. It honestly really helped me understand how the water is moving and how to differentiate them. But even if it’s itty-bitty, it’s still a tsunami.
