it's definitely not SA, USUALLY. case by case basis. But if the kid knows or should know why it's extra wrong, the suspension should be indefinite until they express, on the record, why it was so wrong.

@Courtney excusing & ignoring that as "just something kids do" teaches them that their consent to being touched & clothed isn't theirs to determine. Instead, it is for them to be ridiculed & silenced because it is someone else "just having fun."
That sets them up for a lifetime of that perception & expectation. "If I express that I'm uncomfortable with this, I'm made to feel bad. So I'm not going to speak up next time."
Then, 20 years later, you are somehow shocked that people closest to them (statistically trusted adults in the same home) abused them for a decade.

This isn't okay. It sets up a lifetime of trauma, silence & shame.
Those kids doing it will live just fine learning to not touch others & their clothing to remove it without consent. That's basic human respect for others.

I literally worked in juvenile sex crimes in a past career. Children do some horrific sex crimes. Horrific.

Yes. I think children CAN be capable of SH. No one said that. I think knowing and understanding children is important though. “Pantsing” someone is nothing more than a “haha funny” incident in that age group. Unless someone is directly trying to make it something weird and s*xual. Which 9/10 it’s not. You’re weird for bringing it to that.
