'taxing the rich' isn't exactly taxing the rich it's more like tax the highest income. So the taxes goes to higher middle class than the higher class because higher class doesn't exactly get high income rather they own company stocks they liquidify it to get their money.

finland and denmark are so low because for the richest people there the tax rate is already quite high at 40-50% and some people think it's enough. estonia is a weird one though since everyone there pays the same % of taxes which is proven to be an unfair sysrem...

In Balkans it's because of the Oligarchs and the way they influence the politics. In Romania for example everytime the goverment runs out of money, it taxes the poor and the fragile middle class, while the oligarchs who are already doing tax evasion are left alone.
