Yep, this is very real! We lived in Atlanta for about 15 years. Had a Christmas bunch/party on a Sunday in December. About 15 cars were parked along the road - not blocking anyone. Another homeowner rang a tow company because some clause said parking along the street on a Sunday wasn't allowed. (the neighbour never bother to knock on our door to ask our guests to move their cars) Our guests cars began to get towed!!! 3 were towed before anyone realised!! THREE! We were humiliated!
