Have the staff stay in their office with doors and blinds closed. They all of a sudden took their lunch break. Dide can sit in the lobby for hours, collect only citizens walking in and not be able to mention anything. The police need to walk out, say you can record in the lobby and bounce. These interactions afterwards are what allow the content to make money. If they stop giving it to them the frauditors will go find real jobs.
