When Byzas founded Byzantium on the advice of the Delphic oracle, he dedicated the city to Artemis, a moon goddess. Her symbol was the crescent moon and the star. When Byzantium became Constantinople, the city maintained that symbol as a war banner.

My city Portsmouth in England was given the star and crescent as a coat of arms in 1194 by Richard the lionheart, it’s thought he was inspired by the Byzantine empire.

That's bull. The crescent moon and the star was ORIGINALLY the symbol of the ancient greek colonial city of Byzantium that was built on the same spot as Constantinople, by the greek city of Megara in mainland Greece. It was depicted in ancient coins,you can look it up.
