The rule allows for a pitcher to throw to an unoccupied base if it's a legitimate attempt to put out or drive back a runner. This is often seen when a runner is attempting to steal a base.

That I believe is a balk . You have to step off the rubber for any throw.

it used to be a balk but now if you are doing it in an attempt to get a runner out it is legal to throw to an unoccupied base. but only in this case.

A balk can be called if the pitcher throws to an unoccupied base (except to make a play on a runner) or fakes a throw to an unoccupied base. So no this isn’t a balk

Don’t think it is because there were no deceptive movements in order to try to pick off the runner on the base he was originally on

There was no attempt to deceive a runner. It’s clean because a play is being made on a runner advancing to that base.
