yes it is how it works 🤣🤣🤣 what's the point is he arguing if someone trusspass's someone and they don't leave them it's a civil issue the individual is not leaving willingly or complying 🤣🤣🤣 there is to much conflict with other rights and the other parties story could be lying 🤣🤣🤣 then the department takes the hit and criminal charges after the civil suits the civil suits can be used to start a criminal case they also can obligate the state during the end of the civil suits

You can not be trespassed from public property. You can be told to leave temporarily but an official trespass wouldn't make any sense based on the fact that every resident in that town or city HAS to use the city hall for something. I think I'm missing context.
