You are forgetting injury or laxity to the SI ligament. Often times glutes are painful because they are trying to compensate for SI ligaments.

nutation and counternutation are actual and necessary movements at the SIJ. As small as they may be, they can contribute significantly to the pain presentation. Sometimes the SIJ is the source of pain and needs to be treated directly. Sometimes a quick manipulation is all the patient needs. - DPT
