Because they plan to reboot slavery. They have already hinted at it publicly. Those people are going to be exploited for their labor. Also, most ICR detention facilities are run by private prison companies, the contracts the government has with them have occupancy quotas that the government must adhere to to avoid paying a penalty to them.
