Lockwood lied to protect her and her mother. It was an incredibly illegal and unethical thing that she did. We don’t actually hear the truth from Lockwood himself. We hear the secret from Eli Mills, who probably just pieced the story together from what he knew. It’s also likely he just straight up lied to Owen and Claire to try to scare them away from taking her.

First movie during that weird little DNA movie that they show it even is stated that they could clone human it was never a surprise. They stated it from the first movie.
