Millinery hobbyist here! What I would try is getting some horsehair (not actual horse hair lol, but the sturdy fabric stuff) and making it into loops just inside of the hat so that you can pin the loops to your hair instead of just the brim of the hat. Also, having braids or pin curls in your hair will help hold the pins so they don’t just slide around.

i had to remake my hat because the base was to small for my head. So it might fall so easily because the circle part could be to small

Get a head band and hot glue it into the hat and it will sit on perfectly

I would take the white cloth and braid it down . Like somehow braid the cloth.. into the hair , two braids down the sides?

Make little butterfly loops of ribbon and sew them to the front and sides and you can put the Bobby pins in the loops! Look up hat horsehair loops!
