maybe Sis has some social anxiety and is in the state of freeze when asked a question in public. I used to be this way, I had to work this throughout my life. Maybe have her discuss it in therapy.

Not an excuse but an observation. Sister is probably an undiagnosed ND. They should’ve addressed this behavior when she was 3 but now she’s an adult and it’s her responsibility to modify her own behavior. I just wanna bring to anyone’s attention that if someone is having a hard time formulating requests this is a common symptom in neurodivergence
