I’ve been pulled over 10 times. Got 6 tickets 4 warnings. Every time I comply. Once was for lights in the rain too. Why is it so hard to comply. The only reason I see for him acting goofy was because he was hoping for a lawsuit.

I was always told you have to have your lights on during overcast sky, or rainy weather, it doesn't matter if it's day (my understanding it was cloudy/overcast in the video) however what those cops did was excessive, unnecessary, and abuse of power, and they should have called the supervisor when he asked, or they could've easily pulled out their phones looked up the laws and showed him.
