The second cop car that pulls up (after the guy asked for a supervisor) didn't have headlights or wipers on. FL headlights have to be on between sunrise & sunset, when wipers are in use, & adverse weather conditions (fog, smoke, rain, etc). If the weather wasn't bad enough for the cop to have his lights on it wasn't bad enough for the driver.

If you watch the police footage, none of the police cars had their lights on. Many of the cars passing by also did not have their lights on.
