the civilians in this game make no sense, like i am raiding an active shooter zone, yelling get on the ground, pointing a shotgun in their face. instead of complying they walk off and open doors and stuff. i gave up and just shoot them with beanbags if they move to a door

well...that is normal for real SWAT teams...there is always a hostage who runs because their brain shuts off due to them being scared and overwhelmed...it is a reflex to flee at that point wich is opened by the hint of security that comes from the swat team appearing...and in real life the operators also are on the constant risk of being killed or running into a hostage with explosive so they have less than a second to react while being under way more pressure than the avg human during a car crash. The statistics alone say, that in those situations an average of about 2 hostages get harmed and/or killed.
