Cost only rises for certain countries and $250 is not that much. A plane ticket is easily triple that unless you come in by foot.

It sounds like when you pay a deposit to rent an apartment that you get back if you don't break anything. I like it, hopefully it will encourage people to be respectful while they visit the U.S.
