I am a research nut and have spoken with 5+ agents. Here are the goods: 1. ONLY QUERY WHEN YOURE DONE. If you write a REALLY good query letter, theres a small chance you get asked for the full manuscript within HOURS, and a bigger chance within DAYS. If you are unable to submit your manuscript at that point, youve just burned your bridge and labeled yourself as unprofessional. Moral of the story: ONLY QUERY when you have FINISHED and EDITED the manuscript to the bbbeesssttt of your abailities.

Querying comes when your work is as close to done as you can get it. You need a finished, largely polished manuscript. If you pitch to an agent and they request a full manuscript, you need to have it ready to send!

Prepping to query means having the various pieces you’ll need to give to an agent ready, or at least be aware you need them, i.e. synopsis, elevator pitch, ect. That can be done at any point and can keep you on track if you start losing sight of what your project is about. I recommend going on query Tracker and looking at agents in your genre to see what they want. Specifically the ones that take the Query Tracker submissions. What all they want to receive is customizable by them. As a debut writer, you should wait until you’ve polished your book to the point you’d let a stranger reader it with minimal stress before submitting it to an agent

You need a completed and fully edited manuscript, a query letter that is one page with a description of you and your book, and sometimes a single page synopsis with the full details of your book. Make sure the agent is accepting queries for your specific genre and age range, then follow their submission guidelines exactly. Not every agent does it the same way, so pay attention to those details.

I’ve queried for over a year after doing very heavy research. You must have a practically shelf ready book to query. And the best resource is query tracker. Pay the $25 annual fee. Well worth it. To get an agent.

I think there might be confusion about advice that you should start prepping your query materials and letters as you write -- but should not send them out until there's a finished, polished manuscript. It helps to prep materials as you go to give you time to edit and revise them and the draft.
