IIS is the Windows web server.. Im willing to bet someone found out that Windows trusts that folder and Microsoft is creating it with the proper permissions before it gets created by an attack or something along those lines... agree, seems janky as hell, but that folder dates waaaaay back Every single IIS server I've dealt with uses it. maybe that's why they can't get rid of it?

tldr the inetpub folder, when you have IIS, has files in it that can run code during a windows update. without IIS enabled some malware can create that same folder and add malicious code to have a privilege escalation during an update. their solution was to create the folder as system, even if you don’t have IIS enabled, so no one can access it without privilege escalation

If the windows store can lock out folders even to a full admin to the point where its easier to wipe the drive then they could totally make that folder undeletable
