First of all no one gets pulled over for not having lights on in the daytime. 2nd, after breaking windows the guy put his hands up twice. 3rd, he was no physical threat. 4th, resisting w/o violence doesn't warrant violence against him. The police assaulting him isn't justified

it doesn't matter if he refused to exit the car, they had a right to take him out of the vehicle, but they don’t the right to be abusive. Also, they beat him up after he was removed from the vehicle, that is wrong. A person can be detained without abuse, there are laws in the US and being abusive to citizens isnt one.
