From reading the comments apparently it's multi-purpose. I happen to have one of these, and when I saw you hold it up, My spirits soared, only to have them dashed to the rocks when I found out you didn't know either. 😆 I was so hoping you knew what it was. My hopes of ever knowing are now dashed! I'm probably going to have to have a cupcake to get over it. 😁

I can't see the shape cause you don't have it flat but beaded pieces like that were often either worn around the neck or could be attached to a fancy little evening capelet. The head pieces are typically more head shaped
